This transmission centers on a highly efficient law enforcement human who is relocated from a dense urban area to a small Earth village due to complaints that his competence is demoralizing to others. This is accepted as a reasonable solution.
Upon arrival, he observes that crime rates are nearly nonexistent. Locals attribute this to community values and shared respect. The truth is more complex: there is a concealed cabal of elderly humans executing disruptive individuals in order to maintain the village’s appearance and win awards.
The cabal includes law enforcement, religious figures, and retail managers. Their methods include staged traffic incidents, ceremonial robe-wearing, and gardening equipment repurposed for homicide. Their stated motive is civic pride. Their true motive appears to be unchecked habit.
The newly arrived human notices inconsistencies. His attempts to investigate are dismissed as overreaction. He eventually uncovers the full conspiracy, which leads to a large-scale conflict involving firearms, exploding supermarket shelves, and a swan.
By the end, most of the cabal is neutralized, though several remain at large. The law enforcement unit is restructured. The swan is unharmed.
Conclusion: When humans in small communities speak of peace, they may be referring to the absence of visible difference. Efficiency, competence, and modernity are perceived as threats to uniformity. If such threats emerge, Earth systems may respond with extreme traditionalism masked as order.
If Nebulon ever intends to introduce structural change on Earth, anticipate resistance not from chaos but from those who define stability as sameness — especially if shrubbery is involved.
