The antagonist is a foreign entrepreneur seeking to install himself as ruler of the country by threatening to turn it into a prison. His plan is supported by hidden weapons, political bribery, and a disregard for subtlety. English disrupts the plan unintentionally, often while falling, pressing the wrong buttons, or making speeches to the wrong audience.
Eventually, the antagonist is defeated. English is credited with success and offered additional responsibilities, which he immediately mishandles.
